219 S. Harrison Road, Room 93
East Lansing, Michigan 48824-1022

The Office of the Associate Provost for University Outreach and Engagement (APUOE) provides budget, personnel, and facilities management to the University Outreach and Engagement (UOE) departments. Hiram E. Fitzgerald, Associate Provost for University Outreach and Engagement, leads the office with Laurie Van Egeren, Assistant Provost for University-Community Partnerships. In addition to overseeing the UOE departments, Dr. Fitzgerald:

  • Provides national and local leadership on the scholarship of engagement
  • Consults with MSU departments and other universities on scholarly models of engaged research, teaching, and service
  • Develops and disseminates evidence-based models of effective community engagement

National, Regional, and Local Leadership

The Office of the Associate Provost for University Outreach and Engagement (APUOE) advocates engaged scholarship across the MSU campus and provides leadership in conversations, locally, nationally, and internationally, aimed at promoting policies and practices that encourage community-engaged scholarship.

  • Engagement Scholarship Consortium
  • Carnegie Foundation for the Advancement of Teaching
  • Association of Public and Land-grant Universities
  • International Association for Research on Service Learning and Civic Engagement
  • Academy of Community Engagement Scholarship
  • Committee on Institutional Cooperation (Big Ten): Committee on Engagement
  • MSU Cultural Engagement Council (CEC)
  • Ingham County Power of We Consortium

Outreach and Engagement Consulting

APUOE staff regularly speak to MSU colleges and departments and other institutions on effective models of engagement. They address issues such as:

  • Measuring and assessing faculty outreach and engagement
  • Integrating engagement into the institutional structure
  • Aligning the scholarship of engagement across institutions

Dr. Fitzgerald also participates in university-wide conversations regarding major cross-disciplinary initiatives, such as:

  • Needs of 0-5 year-old children and their families
  • Safe schools and communities
  • Positive outcomes for children, youth, and families
  • Land use and built environment
  • Community and economic development
  • Sustainable agriculture, food, and water safety
  • Urban and regional development
  • Environmental health
  • Public policy
  • Technology usability and accessibility

Evidence-Based Models

APUOE develops and disseminates models of evidence-based practice to resolve issues important to individuals, families, groups, neighborhoods, and communities. Evidence-based practice means using research to inform policy and practice. MSU advocates a scholarly model of outreach and engagement that fosters a reciprocal and mutually beneficial relationship between the University and the public.

Senior Fellows

The Senior Fellows make up an honorary advisory group, drawn from both the MSU campus and the community, who meet periodically with Dr. Fitzgerald to advise on and discuss current issues of engagement. They represent a diversity of expertise and have a lifetime appointment to this group.
